Product Notification, Listing & Registration

What is Product Notification, Listing & Registration?
The applicable market pathway; not a universal product approval.
Why do you need this service?
Market-entry support identifies the applicable notification, listing, filing or registration route and prepares its records. EU CPNP notification and US cosmetic listing are not product approval, and timelines depend on the route and available evidence.

The required formality depends on the jurisdiction and product classification. Regulatory support begins by determining whether the product needs notification, listing, filing, registration or another route, and which entity may submit it.
Market-specific pathways
In the EU, CPNP notification accompanies broader obligations including a responsible person and a Product Information File with a Cosmetic Product Safety Report. Notification is not premarket approval. In the US, MoCRA introduced facility registration and cosmetic product listing requirements, subject to exemptions; the former voluntary system is not the current framework.
China distinguishes filing and registration routes for different cosmetic categories. Other markets also distinguish ordinary cosmetics from special categories, so blanket claims that all Asian cosmetics require premarket approval are misleading.
Preparing the submission
- Formula and ingredient documentation
- Safety and product-quality evidence appropriate to the route
- Manufacturing and responsible-party information
- Label artwork and claims support where required
- Translations and local representation where applicable
Existing stability, microbiological and safety data should be reviewed for relevance before commissioning new tests. A dossier does not universally require the same test battery, and laboratory accreditation alone does not guarantee acceptance in every market.
The deliverable should identify what was submitted, to which authority, by whom and what maintenance obligations remain. No provider can guarantee approval or a fixed processing time.
Prepare the correct submission
EU work may coordinate the Responsible Person, PIF, CPSR and CPNP notification. US work may address MoCRA facility registration and product listing, subject to applicable exemptions. China has different filing and registration pathways; the required evidence depends on the product and route.
Review composition, safety information, manufacturing details and artwork before submission. Japan’s quasi-drug pathway is a distinct classification question, not a requirement for all cosmetics. Existing evidence should be assessed before commissioning more tests.
Maintain the records
Formula changes and regulatory developments may require updates. Distinguish an ingredient restriction from a change in fragrance-allergen declaration requirements when reviewing affected products. Agree maintenance responsibilities and applicable deadlines rather than assuming automatic or universally annual updates. No service can guarantee authority acceptance or a fixed processing time.
