Definition

US cosmetic compliance documentation

The service begins with product classification, intended use, responsible business roles and the evidence already available. A cosmetic that also falls within another regulated category may need a different pathway, so classification should precede assumptions about the required file.

Define the documentation package

Work may organise formula and ingredient records, safety substantiation, test reports, manufacturing information and label review. The provider should identify missing evidence and explain the purpose of any proposed assessment. FDA does not prescribe one universal test battery for all cosmetics, so the package should reflect the product and its intended use.

Address applicable MoCRA duties

Support may include assessing facility-registration and cosmetic-product-listing obligations, documenting relevant exemptions and preparing submission data. Agree who checks, submits and maintains the information. Exemption from a particular registration or listing duty is not exemption from every cosmetic obligation.

The deliverable should distinguish completed records, unresolved gaps and actions assigned to the business. Registration and listing do not constitute FDA approval of the cosmetic.

Applications

Deliverables and jurisdictional limits

Request an indexed dossier, a gap assessment and an applicability checklist with assigned next actions. If submission support is included, distinguish prepared information from an actual submission record. FDA registration and product listing do not mean that FDA has approved the facility or product, and a consultant’s file cannot guarantee regulatory acceptance.

An EU Product Information File or Cosmetic Product Safety Report is not the prescribed US cosmetic dossier format. Evidence may be reusable, but US requirements need their own review. This scope does not include drug or device authorisation, other countries’ notifications or a guarantee of customs release. Confirm the current rules and any remaining specialist review before relying on the file for a commercial decision.
