Safety Dossier

What is Safety Dossier?
Safety dossier services organise the product information and assessments needed to document cosmetic safety for a defined market. In the EU context, the work can include toxicological review, ingredient compliance and CPSR preparation within the wider Product Information File.
Why do you need this service?
Safety dossier work organises product evidence and assessment for a defined market. EU work can include CPSR preparation within the wider PIF, with composition, exposure, uncertainties and required updates made explicit.

A safety dossier brings together the evidence and reasoning used to assess a product under its intended and reasonably foreseeable conditions of use. The required structure depends on the jurisdiction. For the EU, the Product Information File must include a Cosmetic Product Safety Report, but the wider PIF also contains material beyond the safety assessment.
Core workstreams
- Ingredient compliance: review composition, concentrations and conditions of use against applicable restrictions and other requirements.
- Toxicological assessment: evaluate ingredient hazards, exposure, local effects, impurities and relevant existing evidence.
- Product evidence: organise physical, chemical, stability, microbiological and packaging information relevant to safety.
- EU CPSR preparation: compile Part A safety information and the qualified assessor’s Part B evaluation and conclusion.
Read-across or computational approaches can contribute where scientifically justified. They do not remove the need to assess the relevance and quality of the underlying evidence. An SCCS opinion should be distinguished from a legal restriction already in force.
Deliverable and maintenance
The file should identify the product version, assessor, evidence gaps, safety conclusion and any required warnings. A supported assessment helps the Responsible Person meet applicable obligations, but neither the dossier nor CPNP notification is regulatory approval. Relevant product changes and new safety information can require updates.
Assess a new or changed product
Review the quantitative formula, ingredient identity, intended use and available quality and safety records. An INCI list alone does not provide all the concentration, impurity and exposure information needed for assessment. Relevant product or packaging changes may require reassessment.
Toxicological work can use existing data, read-across or computational evidence where scientifically justified. An SCCS opinion informs assessment but is not itself a legal restriction. Check the applicable law and current evidence separately.
The file should identify the assessed version, evidence gaps, conclusion and any warnings. CPSR preparation and qualification requirements should be explicit where included. Dossier compilation and CPNP notification are not authority approval, and no standard completion period or accreditation claim substitutes for a supported assessment.
