Cosmetic Labelling Review

What is Cosmetic Labelling Review?
Mandatory information, ingredient declarations, warnings, language and claims.
Why do you need this service?
Labelling review compares the actual artwork, formula and claims with the rules of each target market. It identifies missing information and unsupported wording, with evidence generation and final implementation remaining separate responsibilities.

Cosmetic labelling review
A review examines the actual label and packaging artwork alongside the formula, intended use and target jurisdictions. It assesses whether required information is present, legible and appropriately presented, and whether statements are consistent with the product’s classification and evidence.
Information and presentation
- Product identity, function and net contents
- Required manufacturer, responsible-person or other business details
- Ingredient names and ordering under applicable rules
- Warnings, instructions and relevant use restrictions
- Batch identification and durability information where required
- Language, placement and minimum presentation requirements
Ingredient ordering and naming have market-specific rules and exceptions. A generic descending-order check is not sufficient for every ingredient or product.
Claims and regional requirements
The reviewer should flag unsupported statements and wording that could change the product’s regulatory classification, such as therapeutic claims. Reviewing wording does not replace generating the evidence needed to substantiate it.
Fragrance-allergen declarations depend on the market, concentration, product type and applicable transition provisions. The EU framework should not be reduced to one fixed list and threshold for all cosmetics. Multilingual markets and special product categories also require specific checks.
A useful output identifies the artwork version, jurisdiction, findings and proposed corrections. Final approval remains conditional on accurate source information and implementation of the revisions, not a guarantee against all enforcement action.
Review before artwork release
Check product identity, net contents, business details, ingredient naming and order, instructions, warnings and durability information where required. Market-specific exceptions matter. Allergen declarations depend on the applicable rules, concentrations, product type and transition provisions.
Claims such as hypoallergenic or organic need appropriate support and review of the intended wording. A single universal test protocol does not establish every hypoallergenic statement. OTC drug labelling and Drug Facts requirements should not be applied to ordinary cosmetics by default.
Record the artwork version, target jurisdiction and proposed corrections. Translation and legibility checks may be included by agreement. Review turnaround and provider database coverage are not universal, and a reviewed label does not guarantee freedom from enforcement or prove missing efficacy data.
