Toxicological Safety Assessment | Cosmetic Labs

## What is Toxicological Safety Assessment?

Integrated hazard and exposure interpretation by suitable experts.

Integrated toxicological safety assessment interprets hazard and exposure. It is not itself a human tolerance experiment or the complete EU CPSR deliverable.

### Why do you need this service?
Use toxicological safety assessment to evaluate ingredient hazards and expected exposure for the proposed cosmetic use. The assessor should identify evidence gaps, assumptions and any conditions on the conclusion.

Definition
## Toxicological assessment
This service is a scientific risk evaluation, not a generic bundle of product tests. The assessor reviews the complete composition, ingredient toxicology and expected consumer exposure to determine whether the proposed use is supported by the available evidence.

### Hazard and exposure review
Ingredient identity, concentration and relevant impurities
- Local effects such as irritation and sensitization
- Systemic toxicity information and routes of exposure
- Dermal absorption assumptions or measured data where relevant
- Use frequency, application amount, product type and intended users
Existing studies, justified read-across or suitable modeling may contribute to the assessment. Margins of safety can be calculated where the data and endpoint support them. Data gaps and uncertainty should be stated rather than hidden by a blanket safe-product conclusion.

### Contribution to the safety dossier
Product stability, microbiological quality, preservation and packaging information provide context for the toxicological evaluation. New tests should be selected to answer identified gaps, not presented as automatically required for every formula.

In the EU, the assessment contributes to the Cosmetic Product Safety Report within the Product Information File and must meet the applicable assessor-qualification requirements. Other markets have their own safety-substantiation expectations. The report should define the intended use, supporting rationale and any conditions or limitations, without promising that no consumer can experience an adverse reaction.

Applications
## Applications of toxicological safety assessment

### Building the evaluation
Review the complete formula, relevant impurities, local and systemic endpoints and intended users. Existing data, justified read-across and suitable modeling can contribute where appropriate. Absorption information and exposure assumptions influence the analysis; extra tests should answer identified gaps.

### Contributing to product records
Stability, microbiological quality, preservation and packaging information provide context. In the EU, qualified assessment contributes to the CPSR within the PIF; this is not an automatic generic safety certificate or full market-access package. GLP or ICH requirements should not be applied indiscriminately to every cosmetic study, and no assessment guarantees absence of all adverse reactions.
